Windows Keyboard Files
Here are installation files for Hebrew and Arabic. They make it possible to type these languages using the standard QWERTY keyboard. The letters are set up so that they appear on the English letters they sound like. For example, the Hebrew א and the Arabic ا are on the A key aחd Hebrew ב and Arabic ب are on the B key. Notice that some of the letters and vowel signs are on the shift keys.
For example, in Hebrew the final lforms of letters are on the shifted key for that letter and the Arabaic letters that are paired like sin and shin or saad and daad are on the same key with the dotted for being on the shift,
Some other lletters are paired this way. In Hebrew, chet is a shifted H and hey is a regular H and similarly for tav and tet.
Cppments are available if you wish to suggest improvements to the layout or to report errors.

The install packages may be downloaded here:
Once you have downloaded the file, unzip it to a folder and click on setup.
Then you will have to go to Settings/Time & Language/Language
Click on your language. Click on Options and the select Add Keyboard.
The Keyboard Arabic English or Hebrew English will be available.
